The Insurance Bureau of Canada (IBC) is seeking a senior thought leader to develop federal policy for addressing climate risk. The Senior Advisor of Climate Resiliency will be based in Toronto and will be responsible for successfully implementing one or more of IBC’s identified priority policy objectives for 2021:

  • The development of model national climate adaptation targets through the production of a White Paper and expert convening. The consultant will manage work contracted to an expert institution (World Resources Institute, for example) and be responsible for providing strategic direction, ensuring relevance and accuracy for the Canadian policy environment. 
  • A framework to price climate risk through a pilot or methodology used by the Canada Infrastructure Bank. This work will require global and domestic leadership, including technical input and contribution to the global Coalition for Climate Resilient Investment. The desired outcome is a valuation framework to price climate risks in Canada. 
  • Provide strategic thought leadership on how climate adaptation investments can drive economic growth during the pandemic recovery.
  • Drawing upon international thought leadership, shape the necessary conditions for private and public sector investment partnerships in climate resilience



  • Advanced degree, Doctorate or Master’s Degree, with substantial experience in climate science, environmental science, environmental economics, public policy or a related field.
  • Expert knowledge of climate policy with a focus on adaptation.


  • At least 15 years of full-time work experience in progressively senior roles in a relevant field.
  • Evidence of delivery of high impact systematic reviews, program development and/or relevant publications. 
  • Evidence of strong leadership skills, excellent communication and diplomacy skills. 
  • Demonstrated ability to build and steward relationships with high-level stakeholders from the public and private sectors. 
  • Strong record of collaboration with stakeholders at the national and international levels.
  • Demonstrated understanding of business and economic principles and how they apply to the P&C insurance industry.
